The National Cable & Telecommunications Association (NCTA) has teamed up with chief telecom and wireless associations to propose a cybersecurity legislative framework. The trio sent a letter to White House cybersecurity coordinator Howard Schmidt which presented a "consolidated ISP position" on cybersecurity policy issues and suggestions to the administration and policymakers for future legislation. The group argued that the government needs to include industry experts from the beginning of the planning process.

Among the suggestions in the letter, the authors proposed industry perspective in defining "critical infrastructure", funding of a K-12 cyber "best practices" curriculum and removing burdensome regulations that could slow down response time, such as unfunded technical mandates, rigid response requirements, and command-and-control type governance structures in cyberspace.
